Scouting Report

OVERVIEW
Waters is a scoring point guard with the combination of speed and quickness to develop into a D.J. Augustin type of third or fourth guard early in his NBA career.
He averaged 15.3 points per game as an LSU sophomore and stood out in his playmaking ability by notching 5.3 assists per game. He understands the role of a point guard, particularly on a college team with several scoring options.
Waters poured in 23 points in his final college game, an NCAA Tournament Sweet 16 loss to Michigan State, and the moment was never too big for him.
He was a consistent scorer in college, posting 15.9 points per game in his first season. He put his name into the NBA Draft mix in 2018, then opted for another year of college.
He was well-tested against some good backcourt competition in the Southeastern Conference, so there's a strong body of work to look at when figuring out how he might stack up.
His end-to-end speed and range stood out at the NBA Draft Scouting Combine, but height will drop him down a peg on many draft boards due to perceived defensive liability.
ANALYSIS
The tricky part for Waters is convincing those making the draft decisions that he showed enough of a knack for the game that his stature shouldn't be an issue.
He has fluid movement and doesn't seem fazed by facing more physically imposing players. While nowhere near as polished as the All-Star version of Tony Parker, Waters does show some comparable playmaking skills and willingness to challenge the trees in the lane with consistent ability to creatively finish at the rim or find openings through help-side defenders.
There's a sense that Waters might not emphasize defense enough and that's something that will be scrutinized as teams determine if he can be the right complement to a backcourt.
There was a strange vibe around the LSU team by season's end, with the head coach suspended.Waters could be credited with leadership for helping keep the Tigers on track, a coveted attribute for a point guard.
