The 29-year-old Woodley will be designated a post-June 1 salary cap cut, but will be allowed to sign with another team when the new league year begins Tuesday afternoon.
Analysis: Woodley signed a six-year, $61 million contract in 2011, but has struggled to remain healthy. He missed at least three games in each of the last three seasons.

Analysis: Woodley left Sunday's 30-20 win over Cincinnati in the first quarter after straining his right calf. Woodley missed three games earlier this year with a strained left calf.
