Analysis: Gordon will be allowed to participate in training camp and will be eligible for preseason games after meeting clinical requirements. If able to remain out of trouble, he will be fully reinstated prior to the Browns' Week 5 game. Gordon led the NFL with 1,646 receiving yards in 2013 but has played in just five games the last two seasons due to multiple suspensions for violations of the NFL's substance abuse policy. He sat out the entire 2015 campaign.

Analysis: Gordon can apply again at a future date. On Monday, a person familiar with the situation told The Associated Press that Gordon "raised a red flag" because of a recent league-administered drug test. The person says Gordon didn't have a positive substance abuse test. But a sample collected in March showed Gordon had traces of marijuana and a diluting substance in his system. The level of marijuana was less than the minimum required by the NFL for a positive test.
